  • The tests are done on behalf by TÜV Rheinland Luxemburg, a subsidiary of TÜV Rheinland, a German organization that does type approval. The testing itself is done in Germany, administratively on behalf of TÜV Rheinland Luxemburg. We do not know exactly why car manufacturers opt for type approval in Luxembourg, it could be for legitimate reasons like price competitiveness, the knowledge of more languages, or because they could be faster administratively.
